To perform a charge special, hold the specified charge motion for ~1 second (49 frames to be exact), then tap the other motion (directional button + attack button) to activate the special. The charge motion can be anything as long as the specified charge button is pressed (If the charge button is 4, that means you can use 1 too). You might struggle initially, but it doesn't take long for you to get used to it.
