Joe is a non-playable character in the first Street Fighter game as one of the ten CPU Fighters.
Joe was previously an undefeated kickboxing champion in the USA, before financial problems and violent outbursts forced him to become an underground fighter. After the events of SF1, he fights in wrestling tournaments under the name "Super Star".

Though unplayable in the vanilla build, he has been made playable in the SF1++ hack.

Joe has never been a very high-placing character in SF1++, and as time has passed he's only continued to move downwards, often being considered one of the worst characters in the game alongside Geki. Though he boasts a flexible moveset, a working block, and solid frame data, Joe's biggest weakness is that he lacks enough strengths to hang with the rest of the cast. Most notably, Joe's damage is incredibly subpar, making many matchups that would otherwise be bearable very difficult due to not being able to take trades versus many characters and being prone to losing lifelead. Though it would take a genius for Joe to win a tournament, he's still often played in casual matches; usually for fun or as a test of skill, for he at least has capable neutral against most characters, and is generally pretty fun to play.

In SF1++, Joe is selected by holding Mp.png at the title screen or VS. Screen and pressing Start.
